SEN Flags can be managed in SEN Manager > SEN Manager Configuration > SEN Flags, or as a system list in Control Panel > Lists. It is better to edit the flags in SEN Manager though as the flag icon and colour will only show as options here.

SEN Flags are not designed to replace SEN Types but instead to denote severity or groups of SEN Pupils.
